As prestigous as "treasurer" sounds, it's not really a job that needs an accountant of finance person to do. An engineer can do it just fine. The problem, of course, is getting past the absurd job qualifications and landing an interview without an accounting or finance degree. If you are going for the job, I think it may be best to find a way to meet the hiring manager in person before you send your resume.

Yes it is. Depending on the size and structure of the company the CEO, owner, or whomever is in charge can give the job to anyone they want. In some cases they may have to get board approval first.
